Rosellen Meighan Garrett, Ph.D., CRNP, of Dallas, formerly of Moosic and Scranton, Professor Emeritus of Nursing at the University of Scranton, died February 26, 2021. Her husband, Dr. Thomas Garrett, Professor Emeritus of Philosophy at the University of Scranton, died in 1997.

Born in Wilkes-Barre, Rosellen was a daughter of the late James and Rose Timony Meighan.

Dr. Garrett graduated from Saint Mary's High School and earned her Bachelor of Science degree in Nursing from Misericordia University, her Master of Science degree in psychiatric/mental health nursing from the University of Maryland, and her Ph.D. from Drexel University in Philadelphia.

Dr. Garrett spent her professional career as a Nurse Educator, having taught at Misericordia University, Boston University, Wilkes University, Binghamton University, and East Stroudsburg University. Appointed associate professor and chairperson at the University of Scranton in 1980, she founded the Department of Nursing. She was responsible for developing the curriculum, including the nursing laboratory, off-campus clinical learning sites, and the recruitment and development of faculty. She also authored and directed several national and regional grants that assisted in the implementation of the curriculum. After guiding the Department to state approval and national accreditation, Dr. Garrett returned to full-time teaching, assuming lecture and clinical teaching responsibilities until retirement in 2004.

Dr. Garrett served on various committees and boards at the university. As a University Senate member, she was the first woman elected chairperson, serving two terms. She was the founder and faculty advisor to the Freshman Honor Society, Alpha Lambda Delta. Dr. Garrett was inducted into the university's Order of Pro Deo, which honors members of the university community who have served twenty years. In 2004 she recipient of the O'Hara Alumni Award for university service.

On a national level, Dr. Garrett was an organizing member of the Jesuit Conference of Nursing Programs of the Association of Jesuit Colleges and Universities and served a term as its chairperson. She was also a member of the Governmental Affairs Committee of the American Association of Colleges of Nursing.

Her community activities included service as a member and president of the Board of Directors of the VNA-HHMO of Lackawanna County, the Scranton Mental Health Center, the Lackawanna Unit of the American Cancer Society and founding member of the Primary Health Care Nurse Practitioners of NE Pennsylvania.

An author of several publications, Dr. Garrett was a professional reviewer for nursing journals and texts and was a co-author of the text HEALTH CARE ETHICS: PRINCIPLES AND PROBLEMS. She was a member of Sigma Theta Tau

International Honor Society of Nursing and Alpha Sigma Nu, the Jesuit Honor Society.

In addition to her husband and parents, Dr. Garrett was preceded in death by her sister, Sister Cecilia Meighan, RSM, J.D., Dallas, PA.

Surviving are several cousins, notably, Frank Britt and his wife BJ of Swoyersville, with whom she celebrated many holidays.

Dr. Garrett’s advance planning includes private services and interment.
